# Adapting Project Management for Data Center Site Selection: Staffing, Activity Sequencing, and the Appointment of Specialists

This article is orignally written in Thai and translated to English using AI entirely without the author's reviewing on translation accuracy.

This article applies knowledge gained from Lecturer Pannarat’s RB611 course to the author’s professional experience, focusing primarily on human resource management in data center site selection projects.

**Data Center Site Selection Presents Different Challenges from Conventional Real Estate**

Data centers have attracted substantial investment interest in Thailand in recent years. The Thailand Board of Investment (BOI) reported that applications for investment promotion reached a record THB 1,876,653 million in 2025. Of this total, 36 data center projects accounted for THB 728,000 million, or nearly 40%, reflecting the scale of investor interest in Thailand’s data center industry.

A defining characteristic of this industry is its substantial electricity demand. According to the International Energy Agency (IEA), a conventional data center may have a power requirement of approximately 10–25 megawatts, while an AI-focused hyperscale data center may have a capacity of 100 megawatts or more. By comparison, Suvarnabhumi Airport has an average electricity demand of approximately 44 megawatts. This illustrates why electricity availability is the most important consideration in data center site selection. Water supply, fiber-optic connectivity, and protection against natural disasters are also important requirements.

These requirements mean that data center site selection must prioritize utility availability before assessing the characteristics of individual land plots. Even land with a suitable size, price, zoning designation, and access may be unsuitable for a data center if electricity or water cannot be supplied within the investor’s required timeframe.

The author therefore proposes an adapted project management approach to improve the efficiency of data center site selection. The recommendations are directed at those involved in the process, particularly project managers and real estate agents. The proposed improvements concern activity sequencing, the allocation of responsibilities, and the appointment of specialists during the initial planning stage.

**The Traditional Approach Is Inefficient for Data Center Site Selection**

The conventional site selection process typically begins with requirement identification, during which the client specifies the required land area, location, electrical capacity, and water supply. This is followed by a site search and the presentation of potential properties, either undertaken directly or assigned to a real estate agent. Shortlisted plots then undergo technical due diligence before negotiations proceed toward transaction completion. Under this approach, real estate specialists generally lead the initial stages, while specialists in areas such as design and engineering often become involved toward the end of the site search.

The difficulty with this approach is that project managers or real estate agents may lack sufficient knowledge of electricity availability across different areas, grid supply capacity, substations, and network expansion plans. It may also involve assigning responsibilities to people whose expertise does not match the tasks required. This does not necessarily reflect a failing on their part, as their primary expertise is generally in real estate rather than engineering. They therefore tend to focus on conventional property criteria, such as location, price, and zoning, ultimately identifying properties that do not meet the requirements of a data center development.

A practical example arose during the author’s search for land for an international data center operator. Discussions had progressed to the negotiation of commercial terms and preparations for issuing a Letter of Intent (LOI). All parties were focused on land area, zoning, roads, and access, while electricity availability remained unconfirmed. After approximately three to four months of discussions and assessments, it was established that the available electrical capacity was insufficient. Furthermore, the relevant utility provider, the Metropolitan Electricity Authority, had no plans to expand capacity in that area. The land transaction could therefore not proceed, resulting in substantial avoidable expenditure of time and resources, including legal consultancy fees, travel expenses, and effort.

This case illustrates a staffing problem: the project team lacked the technical competence required to assess electricity availability. It also demonstrates inappropriate activity sequencing, as the land search and selection began before electricity constraints were assessed. When it was subsequently established that the area could not support the project’s requirements, time and resources had already been spent, and the project could not proceed on the selected site.

**Resequencing Activities for Data Center Site Selection**

In response to this case, the author proposes a revised project management approach in which the project manager first arranges a broad assessment of utility availability, such as at the provincial or district level, before commencing the property search.

Once the project manager has received the business requirements, a power and utility consultant should be appointed to conduct the assessment and coordinate with relevant electricity authorities, such as the Metropolitan Electricity Authority, the Provincial Electricity Authority, and the Electricity Generating Authority of Thailand. The objective is to identify potentially suitable areas, together with their constraints and matters requiring further investigation. During this stage, the project manager can also involve specialists in water supply and fiber-optic connectivity, alongside a site risk assessment consultant to examine flood exposure and other relevant natural hazards. This allows the assessment to address the necessary issues comprehensively.

Once the assessment has been completed and usable information is available, the work can be handed over to the property search team. The findings should be presented in a format that enables the team to proceed efficiently, such as a map identifying target search areas. This regional assessment defines the initial search boundaries; utility availability must still be checked and confirmed for each shortlisted land plot.

**Dividing Consultancy Appointments According to the Scope of Work**

The involvement of specialists should be supported by clearly defined scopes of work. A single consultancy may offer a wide range of services, from electricity assessments and engineering design to data center building design and permit coordination. However, at the initial stage, when the project owner only needs to identify suitable search areas, there is no need to commission all these services at once. Doing so could exceed the immediate requirements and consume more budget and time than necessary.

Consultancy appointments should therefore be divided according to the stages of the project. The initial stage should cover regional assessments of electricity, water, and fiber-optic availability, together with screening for natural hazards. Once a suitable property has been identified, detailed technical due diligence should follow. Completing this stage provides greater confidence in the property selection. This is particularly important where the property has not yet been acquired.

During the permitting stage, additional specialists can be appointed as required. These may include consultants responsible for preparing an Environmental Impact Assessment (EIA), designing fire protection systems, supporting green building certification, and designing backup fuel storage systems. These matters should be addressed early and coordinated with the building permit application, as subsequent design changes can cause delays.

Following these stages, the project proceeds to the appointment of a data center construction contractor. As contractor selection does not differ significantly from that of other projects, it is not discussed further in this article.

**Real Estate Agents Should Develop Project Management Skills for Data Center Site Selection**

The adapted process described above has implications for real estate agents, who must adjust their working methods accordingly. Traditional expertise in location, price, zoning, and transaction negotiations alone may be insufficient to meet the requirements of this industry.

Real estate agents should therefore develop project management skills, particularly in staffing, coordinating specialists, and sequencing activities, so that the work is integrated systematically. Agents can undertake the management of site selection projects on behalf of owners or investors, while individual specialists remain responsible for technical analysis and verification. Where specialist appointments create additional costs, agents can explain these costs in relation to the additional benefits the client will receive.

By connecting information from investors, landowners, and specialists, real estate agents are particularly well positioned to coordinate project decisions. Developing project management skills therefore provides an opportunity to add value to their services, strengthen their competitive position, and improve client satisfaction.

**Service Gaps and Business Opportunities**

This article highlights a service gap within the data center industry. As the industry is still relatively new, some participants may struggle to adapt and work efficiently, while those who adjust successfully can benefit from the opportunities it creates.

Power generation companies are one example of businesses benefiting from this wave of investment. They often hold surplus land near existing power plants that are already capable of supplying electricity. Buyers acquiring land from these owners may therefore have greater access to electricity than those purchasing other plots from different owners. Power generation companies also have personnel with the expertise needed to provide effective advice on electricity supply. Their participation in joint ventures with data center businesses can be seen in companies such as GULF, B.Grimm, Banpu, and RATCH.
